Stat-wise, a 1/3 for two mana has long been considered average but tacking on deathtouch is nice added value, as being able to block and kill 2/2s in combat is a win, as is trading off with the larger creatures already being previewed in Ikoria.
But it’s the second set of text that has players buzzing:
At the beginning of your upkeep, if your opponents control no permanents with bounty counters on them, put a bounty counter on target creature or planeswalker an opponent controls.
Whenever a permanent an opponent controls with a bounty counter on it dies, you gain 3 life and draw a card.
Life gain, card draw, and psuedo-removal all for two mana and attached to a 1/3 body is pretty sweet deal. It may take a turn or two to get there, but left alone, Chevill do some serious work on a convoluted battlefield.
