Each nonland card in your hand without foretell has foretell. Its foretell cost is equal to its mana cost reduced by 2.
The two-mana 0/3 gives all nonland cards that already don’t have foretell the ability. Now you can set up chains of foretell cards, disguising all of your cards so that your opponent can’t tell what you’re going to play next. Of course, there needs to be a payoff for having so many cards with foretell now right?

Whenever you foretell a card, Dream Devourer gets +2+0 until end of turn.
Once you start foretelling cards, Dream Devourer can actually crunch into the red zone for some real damage. While one foretell makes is a slightly better Grizzly Bear, two or more and suddenly your two-drop is attacking for some serious damage. And with every nonland card now having foretell, the fodder will be plentiful.
